Pubcookie 3.0.0 is now available from the project website:

Pubcookie is an open-source package for intra-institutional 
single-sign-on end-user web authentication, often referred to
as a "WebISO" system (http://middleware.internet2.edu/webiso/).

We encourage sites to deploy this version for production use.
A list of changes since 3.0.0 RC1 can be found on the project

This release represents the culmination of much effort. It's
unusual to name names, but for this occasion it's warranted.
